Berkeley submits 4000-home Woodberry Down masterplan


Developer Berkeley Homes has lodged a planning application with Hackney Council for a seven-phase 3.7 million square feet development at the Woodberry Down Estate in east London. 

The hybrid application comprises an outline application with proposals for a revised 25-year masterplan setting out the development of phases two to seven of the Woodberry Down scheme as well as a detailed application for phase two. Phase one of the scheme, including 1,649 new homes, shops, community facilities and open spaces, has already been completed.

Berkeley said in the planning statement (130-page / 2.40MB PDF) submitted with the application that, following the completion of the first phase of the scheme, it had agreed with the Council, housing association Genesis and the Woodberry Down Community Organisation that it was "appropriate and timely" to review the masterplan, which was initially granted consent in 2009.

The revised masterplan includes up to 3,242 new homes and a further 10,921 square metres of non-residential floorspace. The first three phases will deliver a minimum of 41% affordable homes with later phases being subject to viability assessment to identify the provision of housing.

The detailed plans for phase two of the scheme include the construction of four buildings ranging between three and 22 storeys in height to provide 670 new homes, with 36% of those to be affordable. 

Berkeley said in the planning statement that the vision for the revised masterplan is to "bring together all people in Woodberry Down; involve them in making a place where people feel safe and proud to live". "Physical regeneration of the current estate will transform it into a new mixed and sustainable neighbourhood that capitalises on the site’s strategic location and unique setting to deliver benefits for the whole community," the statement said.
