The partners have revised previously approved plans for the scheme, which will comprise more than 7,500 new homes and a transformation of the existing Brent Cross Shopping Centre.
The revisions include a new network of streets, a new major pedestrian and cycle bridge across the North Circular Road and plans for earlier delivery of some of the £200 million transport improvements to be provided in the area. The scheme is expected to create 27,000 new full-time jobs.
Barnet Council granted outline consent to the original plans in 2010. The developers will submit the revised proposals to the Council later this year following a two week public exhibition of the plans which will be launched on 23 June.
Hammerson development director Mike McGuiness said in a statement that the plans would create a "world class destination for shopping, dining and leisure".
Subject to outline permission for the amended proposals, detailed plans will be submitted to the Council in 2014. Work on the site is expected to start by late 2015.
