The group will assist the Council and the Mayor of London in the delivery of the "Plan for Tottenham" regeneration strategy, which sets out visions for up to 10,000 new homes, 5,000 jobs, new businesses and office space, a new town centre at Tottenham Hale and a new shopping centre.
Evans previously worked on the Argent team which led the transformation of London's King's Cross area.
"Tottenham has amazing potential, and with nearly £1billion of investment already agreed, I look forward to working with the group to help transform the area," said Evans in a statement.
