Residential developments within Hart District Council will be charged community infrastructure levy (CIL) rates between £0 per square metre and £800 per sq m depending on location, the Council has proposed.

The Council has launched a consultation on its preliminary draft charging schedule (PDCS) (10-page / 271KB PDF) proposing to divide its administrative area into six residential charging zones with different rates.

Under the proposals, Area 1, which covers rural areas outside settlement boundaries, would be subject to the highest rate of £800 per sq m. Area 2, covering rural settlements within the settlement boundaries, would be charged £525 per sq m.

Area 3 covers Fleet, Elvetham Heath and Church Crookham and would be subject to a rate of £375 per sq m. A rate of £225 per sq would apply in Area 4 which covers Hook, with a rate of £75 per sq m in Area 5 comprising Yateley. A nil rate levy would apply Blackwater which makes up Area 6.

For residential institutions, the Council has proposed that Areas 1 and 2 shall be subject to a rate of £275 per sq m and Area 3 to a rate of £75 per sq m. A nil rate levy would apply in the remaining Areas.

Supermarkets, superstores, retail warehouses and retail club developments are all proposed to be subject to a District-wide rate of £100 per sq m. A proposed nil rate levy will apply to all other developments across the District.

The consultation is open for comments until 14 June. The Council said it aims to adopt CIL by March 2014.
