The Homes and Communities Agency (HCA) has delivered 33,711 new homes in the financial year to 31 March 2013, exceeding its target of 23,381, new official statistics (21-page / 638KB PDF) have shown. 

The figures show that 85%, or 28,558, of the completions were for affordable homes, with 24% of those delivered in the Midlands,  24% in the South and the South West, 23% in the East and South East, 15% in the North West and 14% in the North East, Yorkshire and the Humber.

The completion figure for affordable homes has reduced by nearly 20% from the previous year's figure of 35,548.

The figures show that there have been 41,142 housing starts on site throughout the year, with 63% or 26,114 of those being affordable homes. The figure for affordable homes has more than doubled from the 11,237 affordable homes starts recorded in the previous year.

A quarter of the affordable housing starts were delivered in the Midlands, with 21% in the East and South East, 19% in the North East, Yorkshire and The Humber, 18% in the South and South West and 16% in the North West. 92% of the starts were delivered under the Government's Affordable Homes Programme, which runs from 2011 to 2015.

“This is a positive result and we are making good progress in our delivery programme," said HCA chief executive Andy Rose in a statement. "The strong starts total in particular reflects the increasing momentum of the Affordable Homes Programme, creating a robust delivery platform for the remainder of the programme."

“It also shows we are making a significant impact on furthering  the supply of affordable homes in the areas where they are most needed, as well as helping boost the housing market overall and supporting economic growth, in partnership with local authorities and providers across England," Rose said.

“We will be reviewing and monitoring delivery for the coming year of the Programme, to ensure that our funding continues to offer the best value for public money and helps meet government aspirations of delivering up to 170,000 new homes by 2015,” he added.

The statistics do not include figures for the delivery of housing in London, which is operated by the Greater London Authority. The Department for Communities and Local Government has published separate GLA figures which show a delivery of 10,092 affordable housing starts and 8,114 completions in London.
