The Council reported that Keepmoat's proposals were the "most advantageous" following the tender process. The report (14 page /204KB PDF) said: "Keepmoat have proposed an outline solution for residential development which will deliver approximately 343 new homes on the site, including 20% affordable housing on the main works site. The finer detail of this development is to be worked up but their submission demonstrates a solution which addresses the requirements of the community and the Council is financially viable and deliverable."
It has been proposed that the Grade II listed Rolls Royce building will be converted into a community facility. The development also includes the refurbishment of Osmaston primary school. This initial phase forms part of a larger £500 million plan to regenerate the area.
"This scheme is a significant step forward in the ongoing regeneration of a historically important community in Derby and we are delighted to be selected as the developer for this joint venture project," Keepmoat new build managing director Paul Degg told Inside Housing.
"There is a need for affordable, high quality housing in the area which the community will now benefit from," he said. "Keepmoat has experienced rapid growth in the midlands having recently completed our 1000th home in our third trading year and we expect to bolster this by delivering a further 500 homes in 2013."
Paul Bayliss, leader of Derby Council, said: "The regeneration of Osmaston is a priority for the Council and we are confident that our partnership with Keepmoat will deliver on our goal to create a residential neighbourhood in which families will flourish."
