Under the plans, large sections of the existing buildings on the estate will be demolished and 922 new homes will be built to be provided as a mixture of private market sale, shared ownership and housing association rent.
The masterplan also includes the creation of shops, a community facility, new roads and public open spaces.
Catalyst said in a statement that it will offer training opportunities and apprenticeships in construction for local young people. It will also provide a £1 million community regeneration fund to support community projects in Southall.
“We’re thrilled that Ealing Council has approved our exciting plans for Havelock," said Catalyst chief executive Rod Cahill. "I am delighted that we can now look forward to starting work in earnest on transforming Havelock into a great new neighbourhood, meeting the aspirations of residents and the Council.”
Virendra Sharma, MP for Ealing Southall, welcomed the approval. "Catalyst has developed and managed excellent housing in the borough for many years and has extensive experience in this sort of complex project. And with the coming of Crossrail promising faster commuting times from Southall to central London, Catalyst’s regeneration is starting at just the right time, as it will bring much-needed new high-quality homes to the town,” said Sharma.
