The proposed 15 acre development would be on his publishing company Northern & Shell's former printing factory and would be one of London's largest housing schemes, capable of containing up to 3,000 homes.
Northern & Shell group moved from east London's Millwall Outer Dock to a media hub in Luton last year, where it now prints the company's Daily Express and Daily Star newspapers.
Northern & Shell has been looking to redevelop the West Ferry printworks site for some time, according to the Financial Times. However, the project has been subject to a number of complications because some parts of the freehold are owned by British Waterways and some newspaper staff are still working in the warehouses.
British Waterways, which owns parts of the freehold, confirmed it was in talks about the future uses for the printworks but it would not be part of any potential redevelopment, according to industry magazine EGi. It would have to consent to a change of use from industrial, grant new long leases and would share in any development profit.
