Under the proposals, Redrow will redevelop the 13 storey block into 191 new flats. The top 11 floors of the building will contain 130 of them, with the remaining flats in a new courtyard development at the rear of the block.
The proposed development will also have office space on the lower levels of the block, a cafe and education or community facilities.
Redrow bought the site, which has remained mainly untouched for the last 10 years, last summer and consulted on its plans in December. It said that, currently, there are not enough businesses willing to take space in the building and that the rent levels are lower than the cost of running the building.
The Council's target determination date for the application is 13 May.
