Housing developments in Reading Borough Council's administrative area will be subject to a community infrastructure levy (CIL) rate of £140 per square metre under proposals set out in the Council's preliminary draft charging schedule (PDCS).

The Council proposes in the PDCS (13-page / 2.4MB PDF), which is out for consultation, that the £140 residential rate should apply to developments across the Borough.

The Council said that its viability assessment had shown that this rate "would enable the provision of affordable housing to continue at approximately existing levels".

For retail uses, any developments located within "Central Reading", as defined in the Reading Central Area Action Plan, are subject to a proposed zero rate levy. In the remainder of the Borough, the proposed retail rate is £200 per sq m.

Office developments are proposed to be subject to a rate of £30 per sq m if they are located within the Central Core, which is covers the area within "walk time catchment of Reading Rail Station".

A proposed zero rate levy will apply to all other chargeable developments.

The consultation will run until 12 April. The Council said it plans to adopt CIL by early 2014.
