Developers Delancey have formed a joint venture with APG to deliver the project. The proposal is to redevelop the current shopping centre which is located within the £3 billion regeneration area.
The plans form part of a new town centre with new links that will open up the development and form a connection with the railway station.
The scheme will be split across two phases and include a three tier open retail area, 36-storey tower, student accommodation, supermarkets, leisure and outdoor space, restaurants and shops. Additionally, a total of 1,000 new rental homes will also be built.
One of the major parts of the redevelopment is a new modern university campus for 4,500 students at the London College of Communication. This will be located next to a new Northern Line underground entrance and ticket hall.
Planning expert Richard Ford of Pinsent Masons, the law firm behind Out-Law.com, said: "This is a landmark scheme which will further boost the Elephant and Castle area alongside the nearby Lend Lease redevelopment. The phased approach will ensure sensibly paced delivery, helping deliver the broad range of uses. With Phase 2 transforming the new Elephant and Castle Shopping Centre, the renaissance of London shopping and destination centres continues, and the new University campus will add excitement to the mix".
