The increase was announced by Scottish Planning Minister Derek Mackay in December last year. The Scottish Government said in a document (6-page / 71KB PDF) published in January that it recognised "the resource pressures on planning authorities" and that it would be increasing planning application fees by "approximately 20%" in April 2013.
"Whilst welcoming the Minister's recognition of the resource pressures facing planning authorities and his proposal to increase fees by 20% we maintain our current commitment to a fundamental review of planning fees which leads to full cost recovery in due course," said the Convention of Scottish Local Authorities (COSLA) chair Stephen Hagan at the time.
The Scottish Government also announced in January that it would set up a "high level political group" comprising heads of planning from local authorities and other key stakeholders to improve planning performance in Scotland.
