The Council has proposed to split the borough into two separate charging zones for residential developments providing fewer than 100 new units, with a 'Western Charging Zone' subject to a rate of £180 per sq m and an 'Eastern Charging Zone' subject to a rate of £220 per sq m.
Developments providing 100 units or more are required under local policy to provide on-site Suitable Accessible Natural Greenspace, which is green space provided as mitigation within the Thames Basin Heaths planning zone. The Council has therefore proposed that any such developments in the borough should be subject to a lower CIL rate of £55 per sq m.
A separate draft nil rate levy has been set to apply at the Princess Royal Barracks site, which has been allocated in the Council's Core Strategy for residential development.
For retail developments falling within Use Classes A1-A5 a proposed nil rate levy will apply if located within Camberley Town Centre, whilst a draft rate of £100 per sq m will apply across the rest of the borough.
A borough-wide rate of £200 per sq m has been proposed to apply to retail warehousing, supermarkets and superstores. A nil rate levy will apply to all other developments if the draft rates are adopted.
The consultation will be open for comments until 16 September. The Council said it expects to implement CIL in the spring 2014.
